What is the "Domain Security Policy Snap-in"? Sounds like you are opening a Group Policy console with the "Default Domain Policy" or "Default Domain Controller" policy open... But, most account policies are only definable at the Domain Level anyway... so you may be SOL, depending on what you are trying to do...
