There is a new book out the debates the effectiveness of daylight saving
time called Spring Forward: The Annual Madness of Daylight Savings Time.
Looks interesting!

I know this isn't a political group, but I thought I might shed a little
light on the decision that has created a hassle for us IT guys in the US.

Just for the record, Bush did NOT propose a change in Daylight Saving Time.
It was not in the National Energy Policy that Dick Cheney headed up in 2001,
and as far as I know has never been endorsed by President Bush other than
the fact that it was part of the 2005 Energy Bill that he signed.  It was
added to that Bill by 2 House Representatives (a Republican and a Democrat)
from NorthEastern states.  You can bet that there were special interest
groups that lobbied to have it added in, with some kind of real or perceived
financial benefit.  The history of DST is political, and has been enacted,
repealed, re-enacted, and modifed several times since it was first enacted
in the early 20th century.  Back in the 1970's energy crunch, there was a
Department of Energy study that found that DST could save 1% of electricity.
The overall energy effect today is not clear.  For instance it is possible
that it saves electricity, but causes more automobile use at night, thus
raising gas usage.  Or the rise in use of air conditioners at night during
the summer could potentially make electricity use go up because of it.  It
is just one of those things that has so many variables that it is near
impossible to know for sure whether it is doing any good, and as such, I
wish it had just been left alone.

Starting March 11, 2007, DST was be extended another four to five weeks,
from the second Sunday of March to the first Sunday of November. The change
was introduced by Representatives Fred Upton (R-MI) and Edward Markey (D-MA)
and added to the Energy Policy Act of 2005; the House had originally
approved a motion that would have extended DST even further from the first
Sunday in March to the last Sunday in November, but Senators Jeff Bingaman
(D-NM) and Pete Domenici (R-NM) agreed to scale back the proposal in
conference committee due to complaints from farmers and the airline
industry. Proponents claimed that the extension would save "the equivalent
of" 10,000 barrels of oil per day, but this figure was based on U.S.
Department of Energy information from the 1970s, the accuracy and relevance
of which the DoE no longer stands by. More recent studies by the Department
of Energy and California Energy Commission have predicted much smaller
energy benefits.[4]There is very little recent research on what the actual
positive effects, if any, might be.[5]
