This is exactly what was happening with me. While many people will tell you to uninstall plug-ins you aren't using, and other things, they might not realize that we are talking about freezing here, not just a slow launch of the program.
Anyway, I uninstalled Winamp completely, including deleting any remaining folders I could find that it left behind. A clean install fixed my problem.
