all to come to the membership meeting to discuss the proposal and give input

Likely another e-mail should go out to that list of folks to let them know
the date and time of the membership meeting so folks can attend. We can
have the playground discussion first on the agenda so non-members can
contribute and then be excused so we can continue with membership business -
if there is an issue with non-members being present for the member business
session.
