I agree. I think that for our general meetings the first on the agenda should
be for the non members to share and discuss concerns and then we conduct our
business meeting. I do feel for time sake a time should be set for that portion
so we will still have time to discuss business

playground discussion first on the agenda so non-members can contribute and
then be excused so we can continue with membership business - if there is an
issue with non-members being present for the member business session.
