Hi Paul,
Using JAWS, have you tried minimising all windows except the
notification (or making sure the notification has focus), and then
pressing Ins+Alt+W to virtualise the current window?
If it works, you should be able to use the PC Cursor on the
notification as if it were a "flat" doccument.
