I'm happy to help out with this. I had not known of the issue but I am
intrigued now that I have heard of it.
It sounds as if yo are experiencing a problem that was raised first in the
middle of 2015 and was reported as 2being worked on" in June last year. The
issue then was that attachments to text files were invisible and only
attachments to messages written in HTML were visible in the usual way even
though they were really there and recipients of the message did receive the
attahments.

As a matter of interest, can you check and see exactly what update of
Outlook 2016 do you have at the moment. You can get this from the "Office
Account" item on the file menu and then look for 2About".
Can you tell if this problem exists when you have a message that is in HTML
form?
