I think what Armando is asking, is whether Android has an app like FaceTime,
not that he necessarily plans on interacting that way with Apple phones.
I too have wondered what is a good app for Android for this.
I know that there is Skype, which allows similar contacts.
I wish one could set the Skype app to always use the back camera, instead of
always switching it to the back when a call is answered.
At least that is the settings in IOS.

Not happening. Facetime is a specifically Apple platform. Apple don't do
anything cross platform.
