Unfortunately, unless you want to report them as stray cats to the SPCA to
have them trapped, or put up a very tall sheet metal fence and slather it
in oil, there really is nothing that can be done. Outdoor cats are a
remnant of our farming past where cats were needed for pest control and
people just can’t wrap their heads around a cat having a full life indoors.

No it is not as nature designed it. Cats are not native here. What do we
do about neighbors like this one?
