first, the assumption that the security concern is the ventilation shafts, or
any other particular aspect of the infrastructure, is unwise. there are many
aspects of the situation [not just structures] that are relevant. having been
involved in security issues for 30 years, and once helped design security for
plutonium handling facilities, the CBBT is a complex situation that goes beyond
ventilation, or fishermen, or the other things that have been mentioned.
some of Paul's ideas are very intersting, and worthy of consideration. and I
know Paul well enough to know he intended no criticism, much less insult.
at the same time, too much of the general debate on this issue has over the
past year been shrill, unsophisticated, emotional, and lacking in any
meaningful analyis, either in terms of the security situation facing CBBT
management or in terms of how to work with those who have
interests/responsibilities that differ from one's own. conflating a discussion
on CBBT security with one's views on the Bush Administration does not take us
anywhere; the CBBT staff are responsible for protecting a facility, and report
to a Dem. governor, not any Federal authority.
I am also familiar with the extent of Ned's work during the discussions with
the CBBT authorities, and the detailed work he and a few others produced to
explore options with them. his modesty may have left some not aware of the
hundreds of hours he put into developing information to support options the
CBBT management did not accept, much less the professional quality of that
work. his 3 CBBT posts gave a lot of history, insight into some of the issues,
and some shrwed/wise thoughts on where we are today.
and we should not think that the $50/hour charge for an escort is a revenue
measure -- someone must pay the costs (wages and benefits and vehicle costs) of
that officer.

Hey, Ned. You asked for "welcome friendly, intelligent communication
on the matter" and then when you get it, you tell the person they
have come too late to the topic. Too bad. Not everyone was able to
sit at the table with you and the small number of others in your
private discussions with the bridge authority. Paul Kane had many
good ideas and if they are not all new, perhaps some should be
revisited.
