Watching this discussion from the other side of the Umpqua Divide ... I
like the idea.
Just to give some ideas on the kind of topics that an "Umpqua Basin
naturalists" group might explore, this "Mid-Valley Nature" forum could
give some inspiration:

The forum is maintained by Don Boucher and Lisa Millbank in Corvallis,
and it works really well. Don & Lisa both have really broad interests,
and they've managed to rope in a diverse group of specialists who can
really be helpful for questions about bugs, lichens, and what-not.
Being somewhat biased toward geology, I also like that they include
geology on the list of "approved" topics! Geology doesn't generate many
threads on its own, but sometimes it can be important for appreciating
the landforms, soil types etc. that all those cool plants, animals, and
fungi are living in and on!
