[tor] are exits the bottleneck of Tor?

Yes, exits would only have to handle 1/3 but it is not the case that
"they are 1/3 of the nodes on a circuit" because exits (with the guard
flag set) are the only nodes that are usable on every position (entry,
middle, exit) in a circuit.

So if you would have twice as much non-exit bandwidth as exit bandwidth
you still wouldn't be able to use the entire exit bandwidth for exiting
traffic because this would require that exit nodes will only be used for
exiting traffic.
