Robbie, Arizona Game and Fish Commission's orders for western screech owl "harvest" refer to birds that may be taken from the wild by permitted falconers. The change in regulations put forth in Order 25 protects the whiskered screech owl, which is found in high elevations in the counties named in the change. Arizona also allows a number of other raptors to be taken from the wild by falconers. The proposed change to Order 25 also changes the minimum age a Peregrine Falcon can be taken from the nest from 10 days to 18 days. There are strict regulations concerning how many birds may be taken of any given species - including a maximum across the state. Arizona's regulations fit within the federal guidelines for birds of prey. Harvest is a technical term written in the rules of a traditionally game oriented agency that should probably be replaced in the language of the order by something a little more appropriate for the non-game world that it represents. At this time, however, the language fits the legal needs of the order. I talked to my counterpart at Arizona Game and Fish Department, Jamie Driscoll, this morning about the issue. He stated that the wording of the order has raised a few eyebrows, but that regulations are quite inclusive and follow federal guidelines. They do things differently out there, but I don't know what to think about this last Commission Orders.
