[THIN] query server /app has high load

Group,
A different server today is not load balancing. When I issue the command
qfarm /load, the servers load is 0. But when I issue the command query
server /app, this servers load is at 10002.
I have tried taking it out of the published app but it didn't seem to work.
How can I get the load values to be accurate?
