I think you will find that it's operating correctly. It's based around a
point system. There is a reference to this in one of the manuals, but I
can't find it at the moment.

full more users, more processor, more memory ( I am using server users
load, memory and processor as my load evaluator), and it still is taking
connections over other 2 with much lower usage?
