[THIN] ps 4.0 Load Balancing

Has anyone else seen that load balancing of applications does not seem to
work well in PS 4.0?
I have an app., load balanced across 3 servers, server A is MUCH more full
more users, more processor, more memory ( I am using server users load,
memory and processor as my load evaluator), and it still is taking
connections over other 2 with much lower usage?
