What version of IE you are running ? Are all users affected or just one user ?
If you are using IE 7 and all users are affected, then you may well be
affected by http://support.microsoft.com/kb/941158
"After Internet Explorer Maintenance Group Policy settings are configured in a
domain, a 20-second delay occurs when you log on to the domain from a client
computer that has Internet Explorer 7 installed"
There is a also known issue with slow logons and PS 4.5 Rollup 1

Since I can optimize the time of response that is late a sesion when an
application is executed. What happens(passes) is that in these moments I have a
problem and is that the user when he(she) executes an aplicación is delayed
almost 2 minutes in initiating the application because once it(he,she) does
logon realizes:
Checking Credentials
Applying Configuration
Applying your personal settings
Applying Registry Policy
Applying Internet Branding Policy (this is the fact that slower) Runnig logon
