Microsoft has a tool to do just this.  It is called "Active Directory"

We have 300 network printers and 3 XPa Farm servers. We will soon be
migrating these printers to queues on Windows servers from Novell. We
want to try and keep the users from having to scroll through a list of
printers to get to the one(s) they wish to print to. Does anyone know of
a way to partition them out? Do any of the 3rd party print management
solutions help with this? Do any of them handle security? Do any of them
propagate to other farm servers for you?
