Check this article to detemine your method of license server resolution and
follow it up to insure that everything is correct. I suspect that you have
an old / decomissioned license server set in the following key:

2000
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters\
DefaultLicenseServer
2003

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters\LicenseServers

At very least you can force a license server for testing.
