Its also the fact that the traffic to Port 20 is initiated at the remorte
end. This makes it hard for routers or firewalls without ststefull packet
inspection to handle.

Is port 20/TCP being blocked somehow for this server?

(ftp uses more than one port, one for data flow, one for control...)
