So I assume you've completed those 3 tasks?
Further to that, and no different to any other Citrix/Terminal Server
deployment, is understanding that by default the keyboard input is determined
by what's configured on the client device. So if you're client device is
configured for English(US), you will see the same in the Citrix session. I
apply the following to most build which will ignore the client device and use
the keyboard layout and the locale that is set in the user's profile instead,
which I noted in task 3 below.
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout]
"IgnoreRemoteKeyboardLayout"=dword:00000001
Alternatively, use a client device that is already set to the appropriate
Chinese language.
Whilst I haven't done this for an Asian language before, I've done it
successfully for a global deployment using English (Australian), English (US),
English (UK), Portuguese (Brazilian) and Spanish (Chile). And this is exactly
the process followed.

We have one application running for finance it is not taking windows Chinese
input, is there any solutions please advice.

Yep, there are 3 things you need to do:
1. Deploy the Multilingual User Interface (MUI) Pack(s) for the
language(s) you want.
2. Add the Input Locale(s) installed under Regional Settings for the MUI
to work.
3. Then you just setup a script or GPO to default the Chinese users to
the Chinese language by settings the Locale under here:
HKEY_CURRENT_USER\Control Panel\International
This will setup the operating system correctly, but you may also need
application MUI packs too.

You should install MUI, and configure Chinese as default input for the user.
