We have one application running for finance it is not taking windows Chinese 
input, is there any solutions please advice.

Yep, there are 3 things you need to do:
 
1.       Deploy the Multilingual User Interface (MUI) Pack(s) for the 
language(s) you want.
 
2.       Add the Input Locale(s) installed under Regional Settings for the MUI 
to work.
 
3.       Then you just setup a script or GPO to default the Chinese users to 
the Chinese language by settings the Locale under here: 
HKEY_CURRENT_USER\Control Panel\International
 
This will setup the operating system correctly, but you may also need 
application MUI packs too.

You should install MUI, and configure Chinese as default input for the user.
