Deploy the Multilingual User Interface (MUI) Pack(s) for the language(s) you want. 2. Add the Input Locale(s) installed under Regional Settings for the MUI to work. 3. Then you just setup a script or GPO to default the Chinese users to the Chinese language by settings the Locale under here: HKEY_CURRENT_USER\Control Panel\International This will setup the operating system correctly, but you may also need application MUI packs too.
