I had the same experience with a BlueCoat proxy appliance. 
Essentially they are unable to differentiate the different user
sessions in a TS environment.  Thus the first user to hit the device
will be the one that shows in your logs for all sessions originating
from a TS/Citrix server.

If it is really important to have users web surfing logged via a proxy
it should be done from their local workstation and not through a
TS/Citrix server.
