Steve,
Losening the permissions on the MSLicensing key did the trick.  You
mention removing *any* CAL's before imaging.  Where else should I be
checking for and removing license certs?

Regarding locking the Citrix Workstation ID, I've definitely felt that
pain before.  Fortunately using PN 8.0 we can set the Enable Dynamic
Client Name setting to keep the Citrix client in sync with the
computer name.
