[THIN] W2K GPO on NT Domain

I have a Windows NT Domain. I am upgrading my Citrix farm with Windows
2000/Citrix XP. How do I lock down the servers using policy (or is there
another utility out there) on a 2000 server but on an NT domain? If I
modify the local GPO, that locks down the server for administrators as well.
