[THIN] Unable to send exported data from an application

Have an application running on Terminal Services that can export a
report to a directory which can then be opened in Microsoft Excel.
However the export does not save the information anywhere and does not
create the file.
What Terminal services settings would be incorrect to be causing this to
happen?
