Not really. What is means is you need a 2003 TS CAL for any devices. 

A 2000 TSL will not hand out licenses to a 2003 server. So unless you
plan on staying with 200 for ever (or for a long time at least) we will
all be buying some licenses in the near future.

BTW some people did stay at NT 4.0 TSE for a long time after 2k came out
just for the licensing.. Basically they were stealing the licenses and
their boss wouldn't pay for more... company sanctioned theft?

Does this suck or what?  That means that you either a.  Need a Windows
2000
TSL server, or b.  Purchase a W2k3 TSCAL for every Windows 2000 machine.
