[THIN] Stopping downloading of .exe or .zip files from IE

Could be off topic, but what the heck, you guys will know...

What is the best way to prohibit users from downloading and installing =
anything from IE.  It's fine to have them save images, pdfs, things like =
that, but we've got to stop their ability to install anything.

Ideas?
