Cribbed from Technet: Registry The registry size is dynamically set during installation and is based on the page file size. The registry quota is based on memory size. Registry size can also be set from Control Panel. Double-click System, then click the Advanced tab. On the Advanced tab click Performance Options and then Change. It would only manifest itself when the user load went above a certain level and was eventually tracked down to the max registry size. After a certain number of users had connected, the registry was unable to accomodate any more user.dat files. Upping the max registry size on all servers to 120MB cleared things right up.
