It's a bit limited, but I bet you can do what you need with OSQL. It
comes with MSDE, so you already have it. A search on google will give
you a lot of things to look at including these:

Hi list,
Slightly off topic, what utilities if any are anyone using for backing
up MSDE databases, I need some thing that will do transactional backups
and the capability to
Restore and roll trransactional logs back to restore the database.
I have done this using the Microsoft SQL manager in the past but we do
not have a copy and are not likely to as costs are too high.
