I had a similar problem a few months back, and found it was related to an issue 
with the terminal services licencing server.  I can't remember actually what 
the problem was though, or how I fixed it.  
 
May be worth checking it is running correctly.

Here is the issue we are currently experiencing.  

 

When an Admin account run the ICA client it functions properly.  If We try to 
connect to a published application as a user however it never connects.  We get 
as far as opening up the client and getting all published application 
available.  But when we run any of them, we get messages that "Network or 
dialup problems are preventing connection with the Citrix server".  

 

OS:                  Windows XP

Client:               ICA 6.31.1051

Citrix:                XP FR2

Server OS:        Windows 2000 SP3

 

We have tried FileMon and Regmon and did not find anything solid using those 
tools.

 

Any ideas would be greatly appreciated.
