Yes, I saw this as well, which is a problem for us as we are doing published 
apps only and no desktops.  So I need to get my users to a desktop to add their 
PSTs. 

My thought is that it's a bug in the hotfix, or there is some other part of the 
post SP1 rollup that is part of this that makes this work normally.  For now, 
I'm willing to wait for Office 2003 SP2 and see what happens.

One thing I noted after applying this hotfix is that I no longer have the 
option of adding a new PST from within Outlook's tools menu...now, I have to go 
through control panel in order to add a PST, but it works fine from there.

Fixed.  

Microsoft released Office 2003 Post SP1 hotfix rollup on March 30th.    It is 
only available by contacting PSS however (I have no idea why given the age)

Call to get it for free.  It fixes this issue.
 
On a side note, Office 2003 SP2 has been released internally at Microsoft, so 
I'd imagine it will be available to public soon.

want to test out working with PSTs and let me know the results?
