[THIN] Re-Enable "Prohibit remote control"

I have a server that has MF Xpe FR2 installed, and I believe that the Remote
Control functionality was disabled during installation.  I think this
because we can shadow a user, but cannot control the session.  Does anyone
know of any way to re-enable this without having to re-install MF again?
