I have published IE and am using Group Policies right now to prevent
access to the C and D drive.  If the user type c:\ in the URL Line they
get a message stating "Access to the resource 'c:\' has been disallowed"

I believe that restricting access to the Run command will prevent this.
You can also hide and prevent access to the local server drives using
group policy.
If you are only using published applications, you still need to create
restrictive group policies because it is very easy to get access to the
desktop of the Citrix server.
