[THIN] PnAgent Backup URL not working

Hi

Im trying to implement a backup URL for PNAgent.  I have followed the Citrix 
article but its not working in my environment

Im running Web Interface 5.2 and the user client is Version 11.2.  The PNAgent 
site is configured with a backup URL.  I cannot find the backup URL on the 
client machine. From what Ive seen on the Internet, the following reg key 
should exist on PNAgent V10 client

HKCU\Software\Citrix\Program Neighborhood Agent\Backup Locations

However this is not being created on V11.2 client and the clients are not 
attempting to connect to the backup URL if the Primary site is unavailable.  I 
searched the entire registry and could not find the backup url.  Am I missing 
something?
