[THIN] Per-user File Associations

Continuing with the File Associations topic, is there a way to allow
per-user file associations for regular users
of Win2k professional?
Somehow, the default is that regular users cannot manipulate File
associations on their own systems.  And the reg hack suggested for Terminal
Servers does not work on 2K Prof.
We're using AD, so maybe through policies?

Any help is appreciated.
