I also run Outlook 2000 and use mandatory profiles.

In my Outlook login script (in the Kix subscript) among other entries I
write:-

HKCU\Software\Microsoft\Office\9.0\Outlook\Setup\CreateWelcome

Value: 93821 (decimal - too lazy to work out the hex)

Type: REG_DWORD

Apply it however you're most comfortable applying per user registry
changes, and report back if it does the trick?
