We use Microsoft Photo Editor which is part of the Microsoft office
suite. We only use it for basic resizing and format conversion.

What level of expertise are you looking for?  For simple photo editing
you could use Google Picasa (http://www.picasa.com  I also like Paint
Shop Pro.

For high powered editing there is no match to Adobe Photoshop.
