Thats exactly what I have.  I need to be able to lock users out of that AND
hide the Address bar while Im at it.
But even when setting the Homepage in install mode, and setting it back
users lose the homepage because of their roaming profiles and Not all the
mahcines have the Homepage set the same.
So I want a way to force the homepage to be set everytime they log into THAT
machine.

Yup, it certainly is - or by any other mechanism that could manipulate
the registry value:-

HKCU\Software\Microsoft\Internet Explorer\Main\Start Page

Uncannily enough, a while back I actually wrote a script (vbscript) that
does this - it trawls through the current IE history files (in effect
looking at all the sites that have been visited, assuming there is some
history) and then actually uses IE as an interface in order to provide a
drop-down select box to select a URL.

I wrote it, should I ever have to provide a scenario for users who may
need to set their home page, but for whom you wouldn't want them to have
the tools -> internet options page available.
