You should be able to go to your browser and enter the other persons alias as a 
parameter to your link (ie. http://server/exchange/otherpersonsalias

From there if you are asked for credentials, enter in your credentials.  If you 
have read access to that persons exchange mailbox, you will be able to view 
their mail account via OWA.

What password would you enter?
With Outlook, you are able to open someone else's Calendar to check their
schedules before setting up a meeting.
I was hoping OWA 2003 would have something similar.  Sure, you can check
availability from the appointment menu.

to

So long as permissions have been set up (or you are an administrator) it
will work fine.
