Exactly, What I wanted was to be able to do "File, Open Other User's Folder". I just want to check another user's calendar, provided permissions are allowed. I suppose this is not possible from OWA 2003. I've never seen an option like this. The suggestion below is going to try and open the entire box. This will work but you need to give Reviewer access to the root of that entire box, and then access to the specific sub folders.
