OWA,
I a very bad implementation of outlook. It is using CDO to make call to 
exchange and render exchange data in an html format. This process is 
really resouce intensive on the web server, and I am not surprise to see 
that you are experiencing problems. Publishing the entire outlook client 
via Citrix is a much better solution.
