You can do this the following way:
1. On the E2k3 box, go to Exchange System Manager
2. Go to Administrative Groups->(Your admin group)->Servers->(Your
server)->Protocols->SMTP.
3. In the right hand pane,  right click Default SMTP Virtual Server (or
whichever vs you use if you have created a custom one) and go to
properties.
4. Go to the Access tab, and then click on the relay restrictions. You
can either allow all to relay except a list of ip's corresponding to the
device, or better, deny all accept those clients which use smtp to send
email (full exchange clients will by default bypass this as will any
device which authenticates to the server as part of its smtp session,
but you can clear the checkbox besides "allow all computers which
successfully authenticate. . ."

You will need to restart the smtp virtual server (I usually use the
services contol panel to do this, since the Exchange system manager
sometimes hangs when I do it from there).
