they have (all frewware under GPL)

To pinch the bandwith:
iproute2(ip) built into linux kernel.

I agree with Jim.  With a Packeteer PacketSeeker or PacketShaper can see it
all.  It's not a free tool but gives you visibility and control.

You might want to look at a Proxy solution at the internet gateway of some
sort. Trends interscan webmanager for example..
