If you're using something like a Cisco PIX or a  Checkpoint FW-1
solution, you could turn on XAUTH or user-authentication for HTTP
traffic, then log the results to a syslog server for some very basic URL
tracking.

You might want to look at a Proxy solution at the internet gateway of
some sort. Trends interscan webmanager for example..
