A google search on event log monitoring applications comes back with a
ton of hits with various software allowing for notifications to be sent
based on specific event log ID's. Many of these apps have free trials,
as an example:

Surely you could write your own script for this, but there are certainly
seem to be many software solutions out there to accomdate this need. 
 

Looks like the windows scripting guy did some work on this already too
:), but his refrence here doesn't cover sending notifications via
script, only monitoring for a specific event.

I would like to be notified when a Citrix server loses connection to its
license server. There can be several reasons causing connection issues
with license server like rule changes on a firewall. In this case ping
is not the best tool. 

The easiest way for me is to write a script which will monitor Windows
Event Log and send an email in case there is a new event 9015 but it
would be nice not to spend additional time to do it if there is a ready
to go tool.
