In the CMC: right click on the published application in question and go to
properties. On the Tab "Application Appearance" make sure that "Hide
application title bar" is NOT checked. This should give the minimize
button. The negative is that it will also allow them to disconnect from the
session rather than exit gracefully. Make sure you handle that in the ICA
settings on the server.

We have one exec. Who is used to clicking on the program in the taskbar
and having it minimize. However, this does not work with our current
Citrix environment, any ideas?
