Nope.  The users are not being forced to any central TEMP folder.  It
resides in their Documents and Settings folder.  As for a policy, I don't
see how a policy would affect this.  The same policy is being enforced to
all clients on all of the MF servers.

Chris... couple of questions.

Are your user Temp variables all ok ?
The users arent being forced to point to %systemroot%\temp at all ?

Are any other applications being affected at all or is it just Excel.
If you have a policy applied to the users , have you tried running a test
user without your policy ?
