Check the event viewer and make sure Outlook is not starting in safe mode.
There is a know issue with Outlook cycling into safe mode over and over if
HKLM\Software\Microsoft\Windows NT\Curent Version\Terminal
Server\Install\Software\Microsoft\Office\11.0\Outlook\Resilliency is set.
Delete the whole Resilliency key if it exists and things go back to normal.
