[THIN] MF 1.8 Roaming Profiles / Local Profile Issue

I currently have a Win2k server with MF 1.8.
In the last month, all of a sudden when a user is created is is created as a
LOCAL profile NOT a Roaming Profile.
I have looked at the Profiles tab on My Computer and am not able to change the
type there?
Can someone point me towards the right direction :)
